You are correct in replacing it as it is an integral part of that style filter.Thanks for all the great feedback. I ended up purchasing P/N 86526975 (as opposed to 82981184) from Messicks for ~$18 including shipping. The part is not listed as compatible with the TC33DA but is for the TC33D. I figured it would fit and I was not disappointed - it's a nice tight fit. I am pleased to have a more complete tractor and to have a working knowledge on what the part does. I added a hose clamp around the edge as further insurance to keep the part from falling off.
If I am understanding correctly, having the part on there will allow the air filter housing to create a vortex forcing air and dust towards the end cap. Not having the dust valve means no vortex can form and dust and air will do whatever it wants - potentially clogging the filter sooner than later? I would not expect any difference in engine performance as a result of adding this dust valve.

There are 3 different sizes I've run into depending on the size of the air filter. Different part numbers or equipment manufacturers will yield the same part for a particular size filter whether round or oval.
