On tractors with large diameter front tires and large industrial loaders it is common to be able to turn the front wheels while having a loaded bucket and not moving. In my experience, the Class III tractors are not able to move the front wheels while not moving if you are in loose soil. This may also be true with the Class IVs. They can be turned on concrete, but not in loose or soft soil. Slow movement, however, does allow the front wheels to turn. That sounds like what you are describing and if you are used to a heavy duty tractor/loader the TC55 might not perform as you'd expect.
Several years ago a gent who went by the tag name "DieselPower" was very indignant about our tractor's inability to turn the wheels as you describe under the loader's full or partially full weight. I never have trouble steering my tractor, but maybe I've just become used to it. I do know that many heavy tractors I've operated would dig a ditch with the front wheels if the bucket was loaded, but that's just not the case with my current tractor.
Andy, will your 2120 turn it's front wheels in loose dirt with the bucket loaded? If so, it probably has a much stronger PS pump than the newer tractors.
