Texans - How do you recycle affleunt water?

Was watching the Today show on CBS this a.m. .
On the "out in front of the studio" segment they featured a couple from Texas holding sign that said how they had suffered thru tornadoes together, 100 days of 100+ degrees heat, and "recycled affluent water". The host read that and turned away. She said "I don't even know what affluent water is".

Is it "effluent water" spelled by people who can't spell?
OR
Is it the water that drains out of the rich peoples houses?

I never seen or heard of affluent water, maybe some where water is flowing and carrying along some gold dust and nuggets so it would be affluent. Probably lots of EFFLUENT water around especially in D.C., what with all the BS flowing out of there.

Affluent water is Evian. I am not sure how they recycled it though.
