The video shows 3 phase disconnects.......Could be anything from 125,000 to 800,0000 volt lines. Each side of each phase has a breaker (6). Before you open those disconnects all the breakers should have been open, meaning no power on each side of each phase. It appears someone did NOT open the breakers on one side. I wouldn't have wanted to be the guy who was operating those disconnects. He's probably still cleaning his behind. Someone got in trouble.......I've seen the video before, this also happens to be something I try to prevent in my training...........lol.
BTW.....Even after opening all the breakers, you can expect some arcing when opening the disconnects due to stored static electricity in the line and disconnect but not of the videos magnitude. Even so it's a site to behold in person........!
