I doubt it especially since they have slots cut in them. They are hardened steel and are brittle. I did make a backhoe scraper and used the blade from a chipper. It has held up, but doesn't have a fraction of the force of a wood splitter.
Preheat and post heat are important preheat till its too hot to touch with gloved hands for more than a few seconds then weld it. After bury it in dry sand wrapping in fire blankets works too leave it overnight at least.
Stainless rod works very well on hardened steel. It's very ductile and resistant to cracking. I use 308L because that's what I have, but apparently 309 is made for this.
