three point hitch will not operate

Bought 2012 5010 Mahindra at an auction. Figured it would have problems with it but the price was right. The problem is that the 3 point hitch does not operate. The hydraulics won't raise or lower with the levers. You can move them manually. It has power steering and the PTO works. Removed hydraulic pump, had it tested which was fine. Have been told that the problem may be in the orbital (proportioning valve may be at fault). Would like to know if there is a test procedure to determine if that is the problem.
