Three point hitch wont left on 3500 ford

I have a Ford 3500 industrial tractor and the three point hitch wont raise I had the unload valve freed up an new o rings but still no luck. The pump is sucking oil from the resevor and going back to the cover not sure what it is suppose to do from there. I do know it is not lifting the three point hitch. Also not sure were the return filter comes into play.

having similiar problems with my 66 ford 5000, see my link, pulled hyd pump out from right side of tractor, replaces filter and cleaned screen, and its working but only, with the clutch in half way. Dealer suggests my clutch is having a issue and is not opening correctly to allow the 3 point hitcht pump to engage properly. If it isn't one thing, its another. But the 3 point raises and lowers now, only its independant and should do so without the clutch pushed in. haha
