This happened some time ago, but I thought maybe it could benefit someone.

On my 2004 3510 the throttle lever was stiff for a while then stopped working all together. The foot throttle was fine and the tractor ran fine.

I pulled the steering column cover off and the lever had a small piece that looks like a bent piece of 1/4" rod (IIRC) that contacted the throttle mechanism.

This rod was a tad bent and when move to far position would actually move away from the throttle mechanism. At one point it slipped past and poof, no throttle.

I simply bent this rod toward the throttle mechanism and perpendicular (it was a bit bent) after returning it to the right position with respect to the throttle mechanism.

The throttle had seemed stiff since the beginning, almost like a sticking cable, but after bending this to the new (proper?) postion/shape, it is smooth. Must've been an assembly oversight?

Sorry, no pics. This was some time ago.

Hope this helps someone!
