Throttle stuck wide open

I bought a jd 850, knowing the accelerator needed fixing. When started it is wide open. The previous owner told me it's been sitting for 5 or more yrs. I paid 1500. But I'm needing advice

Can you tell whether it is the linkage or the pump?
Did you take the linkage off of the pump and see if the pump would return to idle?
If so, did you try to move the throttle shaft on the pum?

Try lube spray the pivot points than work throttle level by hand with engine off.
