Thanks everyone for all the great replies!

I went over it a few more times with the shanks lowered, and it looks a lot better now. I have pulled out a lot of roots.

I think I will get the tiller, since it seems like a really good price to me. I am also going to look into that ripper / buster / subsoiler. That seems like a pretty cool tool for under 150.

Another option would be to remove as much roots as possible and then have some topsoil hauled in. That would be the easiest way to me. The soil you have doesn't look the best anyway.

I was going to mix in a bunch of dirt from the local garden center. It actually looks better than the pic shows it as. The tiller would be good at mixing it all together I would think.
