I have a John Deere 1250 that has 14.9-28 tires on it. My question is, can I put 16.9-28 tires on the same rims that the 14.9-28 tires are on? Thanks for your help.

You might be able to put them on, But they probably would not have full tread connect.
14.9 should be on a 12 or 13 inch wide wheel. I am guessing you 12 inch wide wheels.
16.9 should be on a 15 or 14 inch wheel. 15 inch wide prefered

Also if you have mfwd, the 16.9s will be taller and throw off your front to rear tire ratio.

FWIW - My Kubota M6040 runs R-1 Firestone on the rear. They are 16.9 x 28 - - mounted on Titan 28 x 15 steel rims.

For sure - if your tractor is MFWD(4 WD) - then going from 14.9-28 to 16.9-28 WILL create problems with the MFWD system.
