I just punctured my rear 13.6-16 Firestone 4 ply turf tire and tube and lost all the calcium chloride. Tire was punctured with 3 little holes. Fortunately I was able to limp it back to the shed and get everything washed and rinsed before I lost all pressure and fluid.

1) Any recommendations on whether I keep the tire and replace just the tube, replace tire and tube since I will refill with calcium. Tire is on a NH 1320, probably 16-17 yrs old.

2) If I go with new tires, any suggestions on brand/price?

If the tire(s) aren't worn out or dry rotted I'd just replace the tube. You should probably put a patch on the inside of the tire or plug the punctures to keep dirt from infiltrating the tire and causing problems. Just my opinion, tires aren't cheap.

If the tire casings are still good why replace them? black rubber is $$$... just patcht he tire fromt he inside, and then path or repalce the tube..
