Is there any smoke at all, of any color? If the injectors are spraying fuel, and the glow plugs are hot, and the exhaust pipe is pulsing air, there should be SOME smoke, at least. There should be a breather hose from the crankcase. Put a finger over that and crank the engine. If copious amounts of air come out, then there is too much blowby, and you may have a cracked or broken piston/ring. If not, there is something else we're missing.

Not trying to be insulting, but as BCB asked...you did push the stop lever (cable) back in?
thanks there was nothing insulting there it happen to me is all on new tractors u need to make sure u are fallowing the purging steps 1 litle bubble of air will not let the tractor to run crank crank crank until u burn out your starter your low pressure cant have air is your fuel filter licking do u need to wait for the glown plug to came on before starting as there is many tractors that wont start at all if you dont light up the glow plug many things to do before pulling a head off

Thanks Gents,
I will be at tractor next weekend to try the breather tube business. I get some small amounts of black smoke but no power pulse. This will be resolved and I will post results as they arise.
No offense is ever taken at seemingly simplistic solutions or suggestions. I once spent two weeks trying to solve a rough running Dodge 360. I checked or replaced the plugs, points,condensor, fuel filter, carb float,pcv valve, distributer cap, and was thinking about the fuel pump, when I finally looked at the engine while it was running at night. The plug wires were so bad it looked like a lightening storm. So simple solutions elude me more often than not.

I ran out of fuel. Tried to replace the fuel filter, could not find a new one, so installed an in-line...

One thing to note is that in-line filters (unless they are specifically meant for diesel service) may not have the same filtration capabilities as your original so you may want to eventually get back onto a sediment bulb type for diesel engines as they are finer micron size. It shouldn't be causing you non-starting issues but if it doesn't have bleed screws it makes it difficult to know the air is out of the filter and leaves a person to always wonder.

Thanks for the advice. I will order replacement filter from Len Sheafer. I understand from various postings that he is the man for parts etc..

I have been "under the weather" instead of "on top of the tractor problem". Drunk driver put me in the hospital but will be back at the farm soon........
