TN70A hour meter with white box?

What is the purpose of the white box on the last place in the hour meter?

Does it move? And if so does it move faster than the 1/10th hour portion of the meter? If so then it serves as indicator that hour meter is functioning.

Just a guess since I have digital hour meter.
