Well - i guess it depends on how you look at it --- it is not back there slowly spinning when the PTO is disengaged - yet what surprised me is that with the tractor running (PTO off) i just took my hand and with about half force was able to spin the shaft - and it kept spinning for a while -- perpetual motion...
so one could say that while bouncing/driving through a field it could possibly spin with the PTO off...but not all the time
