If you have a pressure washer. Buy a sandblasting attachment and about 6-8 bags of playsand. Not much. Leave in sun to dry after you pressure wash all the sand off it. Let dry in sun and paint. You may still find some sand after it dries, if so then just use an air hose to blow away sand.

Paint it a ugly lime green, so it will not be stolen as quickly as a black one.
