I'd like to help but I'm not understanding the 18x18....
The TO-20 has the same lift capacity as the TO-30 but obviously won't pull as much. I had a 30 and it pulled a 6ft wide double row 16 disc just fine so long as I didn't try to take too big a cut with it at once.
The lift on the TO-30 was good for over 1800lbs but I needed weight on the front end for steering stability. The 20 is only slightly lighter than the 30 as they're the same tractor except for the engine size...

forgive me i'm new to tractors...the 18x18 is on the back side of the harrow i am planning on using. i had seen other discs with 16x18 and16x16, i'm not sure about what that means yet, but the one i plan on using is a heavy duty frame and a 16 disc, maybe 6ft wide...
i thought they may be similar, just thought i'd ask...now i'm worried if it will pull the harrow...when you say "too big of a cut", what does that mean exactly?

"too big" means too deep of a cut. That disc will really tax your 20HP. Yes it will lift it and pull it but not with enough authority to make it useful. A 6ft single row would work (you can take one row off the double row...) or a 4ft double row would be better.
If you have relatively soft soil, you might get away with it, but it's not likely. And the going will be very slow
My TO30 struggled with a 6ft disc if I tried to go too deep. My brother's 45HP pulled it up to the axles no problem.. and I have sandy loam for soil... which is the easiest there is for tilling. And that's with 50% more HP....

a 20's lift , if in good condition and factory set relief should get 800# or so off the ground and the front end will be reallight. an exceptional lift might get 1000# up at high rpm and lotsa front weight.. but figure 800 as a realistic number. that's about a 6' dual ganged disc, again.. depending on construction. My 2n and 8n will lift a 6.5' box fram ford dual ganged disc to full height, lift groaning.. i suspect it's around 750-900#.. and is fundamentally the same lift as that fergy 20..

so i'm guessing the lift should be good enough to fully lift a 5 1/2ft bush hog, right? i tried to lift the one i have, but it will only pick the deck up off the ground, not off its wheel. when i try to go higher with the control it starts bouncing...any ideas there?

i've not seen a 5.5' hog.. but yeah.. a 20 should lift a 5' hog up easilly.
the bobbing is leakdown and circuit regeneration most likely.

The lift capacity of the TO-20 is around 850 lbs +/_ at the lift links, I believe, with no ballast on the front end. At that load, the unballasted front wheels generally come off the ground.
