I built this backhoe last year but am having a few problems
Problem 1- don't have enough counter weight and don't know what else to do I have 8 retaining wall blocks that are about 45lbs each on the back
Problem 2- every thing works but the cylinder that lifts the arm bogs down the engine
If any one has any suggestions I would greatly appreciate it thank you

What is your control configuration to operate the extra cylinder? Any particular reason you built it that way? I do see they are made. Maybe a larger power source would solve both of your problems, old forklift engine perhaps.....and mount it more aft of the hoe.

I have spent many hours looking at towable backhoes and 2 years ago I bought a used 6 ' 6 " arps / JD and mounted it under a 26 HP Kubota. Most towable hoes have arms that extend well backward of the boom swing point. This is necessary because they do not have enough down weight ie BIG Chassic. Look on the net and you will find many makers of your style and copy what you think will work the best. The arms will get slightly in the way of your excavation but they will move your center of gravity well to the back.

I have an older Northern Hydraulic back hoe- Barnes 11 gpm 2 stage pump and an 8 hp tecumseh.
The bucket for the most part is actually digging between the two out rigger arms on either side. It uses them to pull up against for leverage - so the back of it is never light. The tires come off the and switch with the out rigger arms when it is time to tow it or dig.

You said you have lift problems. I notice that you have a lot of reach on your boom and cylinders, especially on the last one - to the bucket. With all that reach your motor and pump may not be big enough. I'd shorten up the bucket reach arm/cylinder. Beefing up the pump and motor might do the trick, but that is a lot of stress too. Are your welds going to hold up?

I'm sorry I should have been more specific when digging the machine is fine it's when I lift the out riggers the machine tips and it has a 13hp briggs and a 11gpm pump and 2 Parker control valves with hpco
