Oil & Fuel Tractor keeps shutting off on me.

My tractor stayed parked all winter. So last weekend I filled it up "it was half full" and started bush hogging. After about three rounds in the pasture it keep dying out on me. Changed the fuel filter. But it still done it. You think there's water in the Deisel?? Or what?

check the flow from the tank to the filter head. might be plugged at the tank tap.
