Ruts in sod? I think you have lots of work on you hands. Will probably need fill material and a box blade or grader blade.. unless we are talking ridges and not ruts. In that case.. a heavy sode roller and a sprinkler may help.

No. A power rake is good for destroying a lawn, but not much else. The idea of a power rake, generally, is to remove thatch from a lawn. Usually, thatch does not need to be removed at all and aerating is a far better option.
