Tractor sputters at high throttle?

the pump has a govenor built in side of it. i would try and fine tune the timing with the three bolts that holds the gear that drives the pump by moving it one way or the other to advance the time are ****** the timing. witch ever it needs and i always line them up on 18 degrees tdc and then fine tune after getting it running and seeing what it needs.

and also check the air cleaner it is oil bath and could be plugged and you will need to take of and clean it and put in fresh oil in the bottom
