Thanks Chip for the PM I will get back to you on those parts. I have a TS254C that when shifting from reverse to forward and it whines like the clutch is trying to play catch up.

I have not broken into it yet but it definitly sounds like a clutch problem. I know this is vague but it is the best I have right now.

Also, the 3 point won't lift. When I drop it down the engine starts to labor and cut off. Have you seen this before?

Your 3PH description almost sounds like a bad lift valve. You say it loads up the engine when you place the 3PH control lever in the LOWER position? The majority of the hydraulic flow goes through that valve. A little is diverted by the diverter valve near your right foot whenever you turn the steering wheel but the rest of the fluid goes into the lift valve and into the sump when the lever is in the Middle/hold or the "Lower" position. When you pull the lever up to the "Raise" position, that flow is diverted to the lift cylinder via the speed regulating valve located on the front of the lift box(big black knob looks like a water faucet). When the 3PH reaches it's full height, the linkage(if set properly) pushes the control lever back to the middle "Hold" position and the hydraulic flow starts going back into the resovoir. There is also a safety bypass valve on the cylinder circuit that prevents you from lifting too much weight and vents fluid if you bounce a heavy impliment. If the speed regulating valve was closed all the way, fluid can't reach the cylinder and it won't go up. Try turning the speed regulating valve knob counter clockwise a few turns and see if the hitch will go up.
When you push the control lever down into the "Lower/float" position, the hydraulic flow from the pump into the resovoir should be unchanged. The fluid in the 3PH cylinder is allowed to flow back thru the speed reg valve(forced by the weight of the impliment/hitch arms) and joins the main flow returning to the resovoir.

I could see the symptoms you describe when trying to raise the 3PH with the speed reg valve closed. This would deadhead the pump and force the safety to bypass to the resovoir, just like if you tried to lift too heavy a load on the 3PH. This would raise the pressure and place a load on the pump/engine. There should be nothing in that valve that blocks the flow when trying to lower the 3PH.

Here is a link to John's Jinma site showing a 254's 3PH valve. You could try disassembly and see if there is anything blocking the internal ports.
