Pondeing the TSC tiller but not sure if I should go 4 feet or 5 feet? I will also buy the 5 foot rake to smooth out what the tiller dose or is a scraper better? My plan is to smooth out my 1.5 acre lawn this summer.

Rakes are mostly used on an angle, 45 degrees most of the time. Make sure the rake you buy is wide enough to cover your tire tracks when on a 45 degree angle. Many buy rakes not wide enough.

The "give" in rake tines will probably make you happier than a Box Blade for secondary smoothing. This is my opinion. I owned both an everytfhingattachments.com Landscape Rake and a Bush Hog (brand) Rollover Box Blade. Buy a heavy rake.
