Anyone know where the OBD II port is?

It's directly beneath the steering column. However, it does not appear to be an OBD2 type connection (mine doesn't fit it) and I'm not sure tractors even speak OBD2 language. It could be a proprietary connector that requires a reader specific to TYM tractors.

So thats what that wire is for. Mine hangs in the same spot. I saw that on mine, and my first thought was something in the dash had become un-plugged or something.

It's a CANbus connector (similar to OBD2).
