TZ25DA Dash problems - where to start?

Just bought a used TZ25DA last week "as-is". The fuel gauge supposedly works intermittently, but we haven't seen it work yet. It just sits on empty even when it's actually full. The lights don't work either.

Other than checking the fuses, what else should we check?

Bad Ground???

What DOES work? Does it start and run normally? Do the glow plugs work? How about headlights, tail lights, horn, etc? If everything else works it could be just your instrument fuse. Or as stated it could be a bad ground, probably on your instrument panel. You'll need to dig into it a bit.
