Universal dt 640

My brother-in-law just bought a universal and the loader has strong hydraulics but the 3 pth won’t drop or lift unless we slightly unscrew the pressure relief at the rear under seat
We are not familiar with these tractors so not sure if there is something we are missing

If you can't find anything under Universal try Fiat DT 640 as Universal is a Fiat design built under lisence.
