I've heard of people reading on the throne. I never knew surfing the net in the bathroom was a thing! Unless I'm in there for a shower bathroom time takes only a couple minutes at best.
I will often read on the throne. Mrs. Oak thinks it's weird, but both my parents did it so I grew up with it. There's a basket on the floor next to the john with a bunch of magazines in it. Don't have a smartphone, but if I did not likely I'd bring it into the bathroom with me.

Always this month's National Geographic in there and Uncle John's Bathroom Reader (I highly recommend this).

Not sure how price sensitive you are, but used notebook computers are the best deal out there. You can buy two or three for the new price and they are very reliable. An "A" condition laptop from Newegg.com is like new. I should get a new laptop, but the used Lenovo I bought 5 years ago for about $300 is going strong.

These used computers are generally maybe 2 years old and off lease from companies that always replace them.

I only buy used PCs for my home. One about every 10 years, it seems. Great buys out there.

But again, as I said before, and others have too regarding a laptop for college....

I'd check with the college first. They'll have minimum requirement recommendations, course specific recommendations, etc...

For example:
Purdue student PC minimum requirements, and WARNINGS to engineering students about MacOS.

He got back from orientation and registering for classes. They said pretty much any windows computer was fine. I attached their posted requirements, as well as what I'm thinking about ordering. It well exceeds everything listed; and is kinda on the upper end of what has been suggested on this thread.
