Using a Bush Hog RDTH 60

I used my mower for the first time yesterday. There was a few times on uneven ground that I lost traction. It was like the mower caused the wheels to be lifted. My question is, when you push the lever for the three point hitch all the way forward to where it locks in position, does it let the 3pt float? This is on a TZ18.. I looked in the manual, but it does not say anything about this position on the lever.

I think I may have answered my own question. I put the box scraper on today. I left the lever locked forward, and I was able to lift the bars.
