There is another web site somewhere where the reproduced an electrical charge in Russia somewhere at a test facilty. They produced a 5 million volt charge and it arc from the tower out acroos the parking lot to a light ploe or something. I'll try to see if I can find it again. There are a couple of good arcing videos in that web site above as well, I'm not sure if the explanation is on that web site or not, but it explains what was going on in each video.
