volvo l35 wont shut off

i have a volvo L 35 loader that will not shut off with key,turn key off and a relay starts buzzing by fuse panel and tractor stays running. any help or info would be greatly appreciated.thanks for your time.

Cut off air from the intake... good luck. Cloth Rag?
