Replaced leaking water pump on NH 1630 4 years ago. New pump is now leaking along shaft. Is a 4 year life normal for this tractor? Is it less expensive to by new or can you rebuild?

This happened to my 2120 with about 900 hrs on it. That's way too soon. It has ceramic face shaft seal and a weep hole below. Seems dust gets packed into this hole frome the fan motion and wont let the weep from the seal drain so it rust the bearing. See if the weep hole is pluged? Yes they are very rebuildable with a shop press and the shop manual. Seal kit is about $40
I called around for water pump pricing.
They want $184 for NH water pump.
The part no. is SBA145017661.
Can anyone recommend a rebuild shop, or an alternative with a better price? thanks, dave
