groans when I steer and when I raise the lift, and more importantly, it is "bumpy" where it cuts in and out rapidly when I steer, causing me to muscle the wheel around...? fluid is not low.

Check the easy things first.

Check any filters in the system and make sure they aren't restricted. It sounds like you have some restriction on the suction side of the pump.

Is the fluid milky or foamy? Water in the system might also be an issue. Waterlogged foamy fluid will not pull as well into the pump and over the long term will cause damage.

from my experience it sounds like your pump is on its way out, either from age or water in the system, water will score the viens and the pump cant put out its full volume or pressure causing a jerky motion in both the loader and the steering

I'd agree with JSharp, clogged return screen or filter.

Could also be internal bypassing of fluid.

Or even a pressure relief valve set too low. It happens over time where the spring gets weak.
