What do you think this was used for??

I just bought a couple of attachments and this piece was included in the deal. It is totally homemade, I think it was used to attach in place of where the top link goes, and then you could hook a chain to whatever you wanted to drag. Just no idea what that little short chain would have been used for? We all realize that the top link is not the best place to pull from, but that's a different subject. I'm just wondering if anyone has seen something like this before?
