I do not have any pictures of the implements that we have found in the woods but they look like this http://www.gcagriculture.com.au/images/components_4.jpg but have two rows and on most of them have two 4遅4 sections on the 3 point hitch. I can tell that it was cut with a torch to make smaller. My question is what is it and what can I use it for? Is it better than a disk?

Its called a rotory hoe. It is usefull only in well tilled land that has less than 1/4" high vegetation on it. It is a cultivating tool used mainly in row crops. It will bust up the crust and disturb small vegetation but is not really usefull in anything else. You used to see this used a lot in tobacco fields as it only disturbed the top of the soil so that you would not loose a lot of moisture. If the ground is hard then these guys dont work very well.

Looks like a rotary hoe. My uncle use to use one in soy beans when they were small & first coming up for weed control. Now with Roundup ready seed his has gone to the scrape yard.
