What is the best PTO for a Caroni 5ft Flail?

At what PTO HP would a Caroni 5ft Flail be most powerful (without going overboard)? I am not concerned about mowing super fast because I know the ride can be bumpy and uncomfortable if you go too fast. But I don't want any chance of being stuck in too tall canary grass, or having to go super slow.

Any suggestions?

It is advertised at 20-40 HP I believe. I use my TM1900 (75") behind 30 hp HST with satisfactory results. It is rated as 30-60 hp. I mow at 2.5 mph, slower where bumpy.
