Caller ID is a wonderful thing. I'm also one who doesn't pick up if I don't recognize the number.

Yep. same here. Too bad my parents are too cheap to pay for Caller ID.

The system many use to show a local phone number gets me. How is that even legal. Well may not be. I sell life and health insurance. I am amazed at how many illegal phone calls I get, office and home. If you do not have your phone numbers on the Federal Do Not Call List do so. Then when you are called and want to play their game, talk and ask enough to get their name, a good call back number and who they are selling product for or what ever info you can. Have a good sounding reason you have to call them back and some will supply that info. Then ask why they began the call with breaking the Federal Law on calling a do not call number.

Lots of luck getting one of these scammers to give you a real callback #. On better than half these robocalls there's no one there even if you do answer it.

The DNC list is a joke. The law has no teeth, and it's not enforced. As you noted, a lot of these originate overseas where U.S. law doesn't apply.
What we need is a method of generating caller ID info that can't be hacked. I've read that there is legislation pending to require phone providers to verify that info is legit, but AFAIK it only applies to cell providers, not landlines. The telcos are fighting this, claiming it's too much work for them to make the necessary changes. TS in my opinion.

Actually, the law applies to them, it's just that we have no jurisdiction over the territory of a foreign country. A scammer in Jamaica is safe as long as he stays in Jamaica, but if he sets foot in the U.S. he's toast. If there is an adverse effect in this country, then the U.S. has jurisdiction over the criminal act.

They're just trying to get you to reply, if somebody texts "STOP" they will have whatever it is they're looking for.
