What is this "Harley Rake"?

Is this a normal Harley Rake? I thought the drums were spikey?

They came with both options. The carbide "nubs" being more popular. I have owned both type and prefer the nuns vs the type shown here. The nubs are much more aggressive and I feel provide a much better smoother seed bed. The type shown here do a better job with clearing rocks though.
