Bob, the side covers are near the front of the engine, note in the first picture I posted the injection pump mounting just above the plate. I know from googling around that these engines are popular for generators and marine use, it may be related to those uses.
As for your theory of mounting bosses for some implement related purpose, that sure sounds plausible to me. Or maybe they're used in some application with a frame?
