What is this tool?

Just got this today. Does anyone know what purpose it serves?
The flat portion shows "PAT. PEND." but nothing else.
Look like hand mark on the handle shows "ME" upside down in the pic.
Under the handle same type hand mark "119"
When the handle is squeezed the rod moves similar to a caulking gun.
