Something to insert-grip-open/shut an old (obsolete) type of fire-plug?
I'm now thinking that it's to open/shut an old/obsolete type of 'ground' box-valve... the box-valve would supply a fire plug from the water main.
Around here, they're marked/painted a light blue colour with a blue 'cats-eye' reflector on the road to indicate where it is.
Not tractor related, but was given these 2 tools. The only markings are what you see in the picture and stenciled in the other it says Fairmont Fire Company #202. So my guess is they are some sort of tool used by a fire department. Anyone have an idea.

I finally figured it out with some luck. Very lightly stamped into the wood handle it the words "Kork N Seal". After an internet search, the tools are lipping tools for forming the top of glass bottles. I guess the Fairmont Fire Company was associated with glass blowing/forming.
