What is this.

I was going thru some old stuff that I'm hanging on a wall. I came across this and don't know or remember what it is. I thought wine opener or bottle top opener. When you twist the handle the cog turns and moves the rack which tighten the outside ears. There is also a pic of some kitchen stuff I have collected. Brass ice cream scoop being my favorite.

Looks like a stuck cap remover. We had something similar growing up, but was for jar lids. Turn the handle and the gears close the two ends on a cap allowing mor leverage to twist it off.
