I don't have a flat track but do have a small dirtbike track for my son. The dirt gets grooved and hard packed after a while.

For a flat tack I would think you will need something that can loosen the top few inches, make it table smooth and packed.

For our purposes I can till or rip and then till when the ground has some moisture. If you don't irrigate it in some fashion it will probably get pretty unworkable after a while.

I would think the process would be something like this:

1) rip and/or till
2) Roll/pack it
3) use something like one of those driveway grading devices to drag it smooth

repeat 2 and 3 until you get it the way you like it.

A way to pull the dirt from the outside back to the inside might also be needed.

I have a skid steer and love it, but for maintaining a track, I would think a tractor with a box blade and/or a landscape rake would work better and be easier.

The skid steer or mini excavator are great for building trails across hillsides but on level ground, or an existing trail, I use the tractor.
