What really is the ratings on a 240 MF

I've been researching a MF 240 tractor. Tractor Data rates it at 46HP eng. & 41 PTO. But tested 34.?? PTO. I also seen another site saying 31 PTO HP.
I am wanting to stick a Flail mower behind it. Does it have enough HP for JD 25A flail? Are 240's good tractors or should i opt. to 231S or something else in the MF line.

According to Tractordata.com, that tractor is rated at 46 engine, 41 PTO hp by the manu, but when it was run through the Nebraska tests, it could only turn up 34.77 PTO hp. Still more than enough to run the 25A, but not close to what the manu "claimed".
