What was this Wagon Pulled by Horses used for?

I read an article about a village in Mackinac Island, Michigan. It had this picture of a horse drawn wangon but did not say what it was used for.

I "think" this was an old fishing village. Could this have been used for transporting fish?

Other than road-grading setups, I've never seen an old wagon built with anything that low.

If they were hauling live fish, that would keep the Cg low, but I don't tend to think of old roads being that flat !

That is my guess also. If you zoom the picture, you can see a faint outline of a circular brush inside of a housing that would sweep dirt and debris into the larger catchment container on the left.

I assume the tank above is a water tank to keep the dust down.

Very interesting. Keeping with Mackinaw Islands no vehicles allowed rule.

It may have picked up the horse droppings and used water to keep dust down or sterilize things if chlorine or lime were added...
