Noticed that the right wheel (or left if sitting on tractor) is not in alignment with the other.

I recently broke that partiular front wheel final drive assembly housing in 3 pieces and had to move the tractor so...

after welding it together and putting it on, drove to the destination and noticed it was this way.

Is this normal or not? I don't recall that while driving the wheels were not facing the same direction..

what could be the cause?

You need to adjust the Toe-In.

You need to adjust the Toe-In.
And run similar tread on both tires. Your left side drag link, and possibly your right side too, must be set to get both side's tires the same distance from center of front end, with steering wheel centered while making the adjustment.

I loosed this and tightened that.. Not sure of the names but I could do a vid now I have a phone to do it with . It's close but not quite. Found the outer rod that goes from both tie rods (?) was slightly bent. Got the new wheel on and it looks like the base of left wheel is slanted inward.. Is that normal or is it just positioning.? When I drive over (drove) over bumps or whatnot, the wheels would turn with the terrain slightly, even though the steering wheel wouldn't move.. Is that normal ? 2 questions really going on here maybe not related at all

Btw yes the tire place put the tire tread on backwards

Is that normal ? Not normal but maybe a result of loose steering/front end parts 2 questions really going on here maybe not related at all. It's all related to your tractor's front end issues and wear and tear that has needed to be addressed.
