What time of year does Kubota normally announce new models or changes for the following year?

There are no annual model changes at Kubota nor other tractor manufactures.

Engineering changes which make a model change worthwhile come at random intervals, usually years apart.

The volume of tractors sold is very thin relative to the volume of road vehicles sold.

Way off base again, nothing unique or unusual. Kubota releases new product introductions at the annual DEALER' s MEETING. Some Folks just pretend to know all things kubota..........

Believe this year it is in florida ? Also included is excerpt from 2017 meeting in Phoenix.

EDIT: Many motor vehicles do not change from year to year. The OP questioned WHEN product changes are announced.

Models that are scheduled for updating, those decisions occur at the dealer annual meeting. Jeffy indicated there is no rhyme or reason to updates. It is not random, and perspective buyers may wish to monitor the announcements released at the aforementioned meeting.

Not really way off. Depending on how you read the question his answer is completely correct. Models dont change annually like cars & typically last for 4+ years.

In addition, the analogy that tractors aren’t like cars (ie yearly release of most models) is a good one. Sure if they have any announcements, they will happen at these big meetings. However to assume that most tractors get a new model every year is not.

Many of the major changes for several years have been emissions related. The emissions regulations for USA, EU, and Japan have generally coincided and have been staggered so engineering resources can be shifted as each generation is released. Most have additional changes like new cabs, controls, etc added in an attempt to rationalize the price increase. Now things might settle down for a bit as there is no upcoming USA regulation but the EU is proceeding with Stage 5. Will the manufacturers produce a separate EU tractor?

The manufacturers already produce tractors for different markets. The older tier models are still sold in countries that have NOT adopted strict emission regulations.
