Fenders and hoods are not going to be painted when you buy them, usually. There are some composite parts that are ordered by color (painted) but not usually fenders or hoods or any sheet metal parts if ordered new.
Now, used parts are painted the color of the car they came off of.
It shouldn't be too expensive to get the parts painted unless you need it tinted to match the paint on the car where they will be installed.

two bit, I think the OP was asking the question in reference to buying new TRACTOR body parts. Not car parts!! Who knows, I could be wrong but this is a tractor forum.

My dealer messed up the fender cap on my John Deere 2520 when installing the power beyond. I didn't like the half-fast spray job they did on the repair, so they ordered me a new one, and it was factory painted.

Just installed my new hood on my JD4300. It is JD green plastic, so no paint. The decals would have added over $100 to the price so we carefully peeled off the old ones and stuck them on the new hood with spay contact adhesive..
