The Hougen annular cutter is called a Rotobroach and while expewnsive, work very well in a mag drill. We drill large holes in truck and trailer frames with them regularly.
Not being a spoil sport but large diameter holes on a mill, whether CNC or manual are best made with an offset boring head.
