I don't think that you can really say one was the best, or one was the worst. I would say, there were some good ones, some not so good ones, and a whole bunch inbetween. That being said. Some of the good ones were Washington, J. Adams , Reagan. Some of the not so good, U. Grant, Hoover, and last but not least, IMO, the most over rated, over hyped, A. LIncoln.
Sometimes it's a matter of perspective. Acouple of people have named FDR as one of the not so good. Now, My Dad loved FDR, and thought he was the greatest man who ever lived. He had only a third grade education and knew nothing of socialism, or any other ism for that matter. He came from a large family and grew up in the depression, and dust bowl of Oklahoma. Real poverty will bring things down to very simple terms. Along comes FDR and the CCC, my Dad gets 3 squares a day, not just clothes but new clothes, and a little jingle in his pocket to boot. What else would he think about FDR?
