I'm the company doctor for a number of big corporations here in town and I can tell you without a doubt that it is NOT something that any of the company's would have their people do. I work with safety managers all the time and we do risk assessment and job evaluation studies on a continual basis and I have never seen that advocated as a way to move the backhoe. The method that they are supposed to use is to pull in the outriggers, lift the bucket and move the backhoe.
That's certainly not to say that you can't do it but it certainly isn't the safe way to do it. I know alot of professionals that do it that way but they work on their own and not for a company. Two years ago there was a guy that did just that and rolled the backhoe down the hill. I saw for him a few weeks for bumps and bruises and as soon as he was better he was fired for moving the backhoe that way.
